The first pic showed a boy cleaning boots and there is a beggar’s cup on the ground that implies payment for services rendered. A beggar child could have been seen on the streets of any city or railway station in the world at that time.

This second shot has much more sinister undertones for me. There is the boy watching an emaciated (semi-emaciated) man cleaning boots. This suggests a much higher level of destitution without needing to extrapolate racial/religious/ethnic persecution. The German soldier, and his unit, was getting R’nR in Southern Russia (Georgia?).
