Alan,
Although I can't suggest a method for painting MARPAT I can tell you that the Interceptor vest can be either brown as depicted or woodland camouflage. Generally, if you wish to depict the figure in woodland MARPAT the vest and its components should be woodland camo. If you plan to paint the desert MARPAT uniform the vest should be brown.
Timing matters as well. There were few of the brown vests available in 2003, but they are readily available now. Additionally, combinations of woodland and desert are still not uncommon (brown vest with woodland throat and/or groin protectors).
Btw, figure in your picture appears to be wearing the new Army BDUs vice USMC MARPAT.
