Hello,
Could you narrow down your question on weathering figures a bit further please?
Weathering of clothing, is best achieved by any desired 'main tint' like say German Feldgrau used in conjuction with a darker version of the main tint (mixed with dark gray for instance) for shadows and a lighter/paler version (mixed with light gray or white for example) of the main tint to highlight creases and so on.
Weathering in the sense of mud, dust, sand et cetera is a different thing.
I achieve this by using pastel powders in the appropriate color.
By the way; bear in mind that if you place figures on a diorama the unform 'dusting' should be in the same color as the ground work!
There are several books on the market that give useful information on weathering of figures. One that comes to mind is Tony Greenlands Modelling Masterclass.
The book has a whole chapter devoted to figure painting step-by-step which you may find useful.
If you don't wish to spend any money on books, I recommend the site of Vallejo Acrylics for handy hints.
