Jamie,
When you refer to "small packs", do you mean the haversack carried on the figures' backs, or the smaller rectangular pack carried slung on the left rear (usually) of the figures' belts?
If it's the haversack you're talking about, then this was the small pack of the 38 Pattern webbing system, it usually contained the soldier's groundsheet or gas cape, mess tins, spare socks/underwear, washing & shaving kit, rations for 24 hours if they could be fitted in there.
The smaller rectangular pack worn around the belt area (I suspect this is the one you're referring to) is the haversack for the Light Respirator Mk.II, which was issued in 1944 to all assault troops taking part in the Normandy landings & all airborne troops, because the threat of German troops using chemical weapons was still a very real one. This respirator remained on issue to British troops until the 1970s, when it was replaced by the much-improved S6. The haversack in question should be a light olive-green in colour with a buff/khaki strap over the wearer's shoulder, & brass or blackened metal fittings.
To answer the second part of your question, these items were also on issue to Canadian units taking part in the landings.
