You should try out the 'other' TL also.
TimeLines forum covers figures, and there are lots of FAQs and SBS articles on painting items. The folks there work in oils, acrylics and/or other media, so you can get lots of tips.

The recommended books are all good.
If you can find one of the Shep Paine books (Building Dioramas or Painting Figures) there are great suggestion there. Bill Ottinger's Military Modelling Masterclass from Osprey is another.

Two suggestions:
1 - don't be afraid to buy good (ie. expensive) figures to start with. Quality sculpting helps you see where to put the paint. Recent plastic figures are pretty good, but not as good as metal or resin figures for detail.

2 - practice. Nothing works better than lining up a half-dozen resin heads, and trying to paint all of them one after the other. The same goes for uniforms. Buy a box of recent DML, Tamiya or MasterBox figures to practice on. Or help Taesung, and buy a couple of sets of his figures to start!!
