Hi Ron.
It's just an add on by the museum as a saftey precaution to stop anyone from trapping their fingers in the breech, if you look on the second image you'll see that it sits proud of the breech and the breech will not close fully this would also explain why tthe Dragon kit has it blanked out.we had an Artillery piece with a similar device fitted at the Rotunda at Woolwhich when I was I training to join the Royal Artillery.
