The T41s were 3-1/4, the T51s 3-3/4, with pretty much all the difference on one side. That works out to .014 in 1/35. IIRC RHPS tracks are thick (just my impression, not by measurement). You might want to try the AFV Club T51s which are thinner, again IIRC.
As a practical matter you could get something flat and rigid like a ceramic bathroom tile and hit it with spray adhesive and attach about 50 blocks at a time. It would not be too hard to make a sanding fixture with a piece of glass and two evergreen strips to control the depth. A few strokes ought to be enough to take off .014. The blocks could be peeled off and cleaned with alcohol. The tedious part would be making sure you always attached the blocks thick side out. . .
