Paul,
The answer is YES in a NO kind of way. Tamiya only makes the Desertized Version. You can make a non-desert version by cutting off the canvas skirt on the bottom of the side armor and not installing the thermal exhaust protectors (although they are used occasionally). If you want to make a Chally 2 without the add-on armor, you'll need to scratch build the side skirts (should be pretty straight forward) or buy the set from Accurate Armor.
