I agree, the feature is real. It is the result of the the turret tapering in at 5-degrees (it is actually sort of gumdrop shaped due to this casting draft) while the area directly below the cupola is vertical. There is a section view on the turret body casting drawing that shows area under the cupola with the main turret outline in phantom, as well as a partial overhead view. It is clearly visible in both.

The feature should not actually be flat though, but at a 31.65 radius which is half the diameter of the turret immediately above the "skirt" at the bottom, just carried straight up.
