I've bought a few packs of track sets from RPM. They include plastic rails and ties, and the hardware to mount the rails to the ties and join the rails. I am thinking that when I get around to using them, I will replace the ties with wood ties.
Just a minor correction, Russian tracks were typically 5-foot gauge versus the "standard" 4'-8 1/2". Still, the German troops would narrow the gauge by moving one rail toward the center so that they could use their own equipment on the Russian tracks.
The other thing I have read (and some photographic evidence support it) is that U.S. railroads typically have the rail joints staggered. Many European (and Russian) railroads arrange the joints so that they are not staggered.
