AFAIK it will be sold in sealed, non transparent boxes, and the parts totally randomized. You buy a box and get a single component. As you buy boxes, you are bound to get doubles, and you trade the doubles with friends to get the components you don't have yet. Think baseball cards, but with a model kit. This "feature" has been used in pre-painted miniatures wargames figures for a few years now, and I think there was something similar done with Star Trek and a few other Anime shows in Japan as well.
I personally find this system sucktastic, but for some items its the only way to get them if I want to play that particular game or want those figures (for now limited to HALO and Star Wars). Nonetheless, there typically will be sellers of singles on Ebay after a while...
