Adlers Nest has released a new Flak 38 barrel in December 2007 I think.

I have read about the barrel discrepancy which you mention. I am still wating to get my hands on the newly released Panzer Tracks book on the PzKpfw II Ausf L to (hopefully) put an end to the barrel mystery.
