Have you read this article on Missing Links?
http://www.missing-lynx.com/articles/other/awpaint/awpaint.htm
Paint chips is applied in stage D.
But i guess that the most common method for chipping paint, is to simply
paint on the chips with a small brush. If the base coat has chiped to reveal
the primer, paint the chips in the color of the primer. If you want rusted
chipping, paint the chips with rust color. You can the apply rust streaks
running fom the rusted parts if you like. For chips and scratches that has
revealed bare metal, a graphite pencil can be used. The chiped effect is
applied after the base coat and cammo painted on, but beroe you start adding
dust and mudd.
Anothet method that i have read about, and that is suitable if you want
excessive chipping, for instance to simulate a poorly applied dark yellow
paint coat on a panzer grey german vehicle is to first paint the the vehicle
panzer grey. Then apply the chips on the grey using masking fluid. You can
use a course scotch brite pad for this if you like. The apply the dark
yellow coat. Finaly remove the masking fluid, and you have a chpped effect.
