A method that I use is to paint the entire would be metal parts of the model
in a steel color. Then place very select 'specks of rubber cement. Then
spray again with red oxide primer and apply more very precise specks/ chips
painted with rubber cement. I do not use decals but apply paint the color of
markings and apply dry transfers. Then apply final tank colors...
I remove the painted over / underlying dry transfers and rubber cement with
application of cellophane or masking tape tacked to the surface. This gives
me painted markings and 'real' paint chips.
I hope you catch the method in this short description.
