I will try as best I can to explain my technique (stolen from Chris Mrosko)

Paint the vehicle in it's base color using an enamel or lacquer (careful) based paint.
After this has completely dried spray on a light coat of Tamiya thinner, 70%, and Tamiya flat white, 30%. Let the base color show through here for best effect. Apply thinner to a section of the vehicle and using a stiff, flat, brush pull downward removing some of the white. This should be concentrated around the top edges or where rain and crew would rub it off. Repeat until you are happy with the results. Finish off with a thin wash of blue-black oil paint. Above all practice, practice, practice.

Thank Chris Mrosko for this method, I am sure their are other ways to go but this works for me.
