Michael,
I've never been involved with the UN, but I would assume that the base coat would be whatever the colors of the home country of origin are. Then the UN white would be painted over this with the darker base color showing through on high wear and traffic areas (possibly underneath and under wheel wells etc).
As far as the wash goes, I do not see why a dark wash would not look good so long as not too much is applied. But then this would all depend on the conditions that you want to depict.
Dry brushing - not sure.

Just my 2cents worth. Maybe someone else would have other suggestions. Hope this helps,
