Hi Greg, I'm no expert, but I've used Vallejo with good results on my last 5 figures.
As was stated, wash the figs well, and then don't touch the to be painted surface again. Even oil from your fingers are death to Vallejo, same goes for tanks etc. when you use Vallejo Modelair.
I prime with Tamiya Grey primer and it has a nice surface for the vallejo to adhere to.
Some suggest a drop of dish soap to break surface tension mixed in with your paint, I haven't needed to do this.
Shake that bottle hard! Use the other hand to "bang" on the bottom of the bottle.
For base coat I mix 1 part paint to 1 part water ( use ONLY distilled water, no joke ) the first coat will look bad but add 2-3 more light coats and you will have a nice base.
For shadows and highlights I use 1 part paint to 3-5 parts water. build up layers of colour, whats great is they dry fast so you can work a colour over the figure then go back right away if you need more.

And be sure not to handle the figures after painting, Vallejo is very delicate. I suggest Vallejo Matt varnish after, sprayed, very lightly and thinned well, out of the airbrush.
