Hi Steve, I too am new to "pigment powders", but followed some of the tips from MIG's article on Missing Links site ( look under Articles "Rarities World " ), and was pleased with the results.

Some personal views:
A little goes a long way.
I used a 2 brush technique, first applying a little dry powder with a brush then a little turp with a different brush to create streaks or work colour into crevices etc.
Holds much better to matt surface than satin or gloss, MIG hints a little airbrushed Tamiya Buff where you want to apply powder, this works very well I found.
you need some sort of "binder" to make mud ( thick ) etc. maybe putty/rock/static grass mix. Polly Filla etc.
