Hi Steve,
Your question depends somewhat on what type of weathering powders you bought. There are two primary powders or pigments on the market, MIG and MMP. If you bought MIG pigments, you will need to provide your own 'binder' if you want to layer them (as in layers of mud, etc.). MIG, as well as others, sell an acrylic resin that serves this purpose. Also, MIG pigments don't handle handling very well, hence the suggestion to first mist the base with a light matte paint (MIG uses Tamiya buff) to give them something to hold onto. Turps or other liquids may also be used to help them stick.
MMP weathering powders include a binding agent, so they are a little more versatile "out of the jar." They tend to stick better than MIG pigments, so as long as the model isn't handled too much they may not require any special prep work. Also, adding water or alcohol allows you to build up layers quite easily, without the need for an acrylic binder.
