The Tamiya spray is lacquer based is it not? I once painted some Tamiya loop tracks, the older kind, with a lacquer thinned mixture and had similar results.
I find brush painting Humbrol enamels on rubber tracks works well. Then wash and weather them with water based paints and pencil lead.
