In my experiece I've never had the paint flake off Tamiya tracks. I've had it flake off the old "silver" Italeri tracks. I use a base of Humbrol enamel and fitted the tracks as soon as the painting was done so that it hadn't set up too hard.
The newer Tamiya tracks take paint very well too.
