Sorry, because I'm Vietnamese so my English is not so good, but I think I can make you understand.

I weather my AFVs by pastel and, so far, it is OK. You are right to say that paster went off when it is touched after applied. My method is thin the desired color pastel with mineral spirit, apply it, and wait until the mineral spirit to evaporate, and then seal it with clear fat, Testor or any brand. Now you can handle your model for extra work. Sometimes, the pastel still goes off, but just a little. In most of the cases, when I handle my models after the pastel is applied, it does not go off.

If you or anyone have a better method, please tell me. Thanks from Vietnam, where models are not yet popular.
