Oil and petrol "stains" really only affect the dust beneath them and then trap more dust in them. I get realistic results by just painting on some straight thinners with a small brush and then blowing some chalk dust over them. The dust sticks to the thinner and when dry looks like gas has spilled on the tanks and dust has become trapped in it. Looks quite realistic. For grease and oil I tried cooking oil instead of thinners and got a heavier build up of dust.

It's worth looking at some construction equipment at a building site to see this in real life.
