The humbrol mix ratio for Hull Red is as follows:

H60 (Scarlet)x53
H34 (White)x15
H33 (Black)x14
H99 (Lemon)x2

They give a chart which states:

1 part = 0.02 ml
50 parts = 1 ml
700 parts = 14 ml (the size of the tinlet)
