Well Dave, I used Tamiya colors in the past, and don't get me wrong, they fit the palette very well, but you're not the only one to have the coverage problems. It often took me several coats to get the finish I desired. And, living in a small apartment myself, I can sypathize on the airbrush issue as well.
I just came from my local hobby shop, oddly enough to purchase some paint. I know I'm going to catch some flak here, but my old standby was always Testor's Model Master paints. They offer a wide range of hues, and even some specifically tailored to German armor. They go on nicely with a good brush too, and they're affordable. And a lot of them are offered in both bottle and spray.
