I used to use Humbrol a lot up to 7-8 years ago and liked it a lot, but being away from it so long I'm forgetting the details of its use. But the thing that pops out is the age of the paint. Paint does go bad in the sense that the pigments might not stay in solution enough with the carrier or won't mix properly with it, and maybe create "clumps" of pigment that you can't see but affect the airbrush. If it's a color still in their line you should replace it.
Even new Humbrol paint pigments can be quite heavy, and unless the paint is really thinned, it could be that the smallish .35 mm tip in your AB has a problem handling it. Maybe you could test shoot another brand, enamel or acrylic properly thinned, to see if the problem persists. I bet it doesn't.
The air pressure seems a little high for delicate work, but I guess there's not much you can do with your rig. Finer work will benefit from being able to control more aspects of the painting process, including air pressure. If you can somehow regulate your supply you might get better results. I shoot fine lines at anywhere from 5-15 lbs. with my Iwatas.
