Myself, I use Polly Scale flat, it comes out pretty flat. Excellent results have been gotten by lightly overspraying (actually dusting) with a heavilly deluted Tamiya Buff also, about 90% thinner, 10% paint. Makes it almost dead flat and looks a bit dusty or dirty. That method is also very useful for blending german camo, it looks great. Ive also read in FSM about using Future floor wax with some talcom power as a clear flat. I havent gotten up the nerve to try it yet, but it sounded like it would work just fine with the right amount of talc.
