I wouldnt use any talcom powder in that way, you'll just have the paint act as a glue and hold it onto the surface. Talcom powder is useful that way to make a heavilly rusted part, but not with intentions of removing it later. Your on the right track though, but use the salt tecnique. Look here, it was a recent topic, http://www.track-link.net/forum/modelling_painting/1924 . Another method would be as simple as lightly sanding to get to the base color, possibly 0000 steel wool would do the job but allow you to control how much paint is removed without mistakes. Your idea on the muffler sounds good, they discolor to a rusted look with heat anyhow.
