Tracks actually never were rusty, because they were almost everytime in use and contact with mud, water, snow, ground etc. so the rust weared off or it didn't have time to appear in the field conditions. Only if the tanks wasn't used in a couple of days or so then the rust appeared in dots.
My technique is to base paint the tracks with black/dark brown which they were painted in factory. Then apply mud by putty or something or if you don't want mud then just give it a wash in earth tones. After this highlight the high points with steel or aluminium. I've heard someone uses also use pencil (graphite) to finish the higher points after painting in steel. I'm pretty lazy to do this because it's pretty time taking job... :)
