A better question might be: "If scale effect does exist, how would we know what it should be?" Having lived in numerous parts of the United States with drastically different climates, I can testifiy that light and atmospheric effects differ not only from time to time during the day, but from place to place, and seasonally. So if you were producing, for instance, a diorama featuring a tank painted in dark panzer grey on the southern Russian front on a bright morning in early March with a slight ground fog--what color shift should you employ? And if you cannot, or will not, be that specific regarding your scenario, then how can you justify ANY "scale effect" that you decide to use?

Unless someone can answer a question like that, and with a high degree of certainty, then "scale effect" is meaningless. Well, not quite: it really means nothing other than "I don't know why, but I think this looks cool."
