I think some of it comes from seeing tow trucks and constructin equipment with cables and chains that are rusty. Companies are into profits, not so much 100% safety. If it still works and its rusty leave it alone until it breaks. Besides maintenance costs money.

In the military people's lives are on the line. Equipment must function. It costs more to replace than maintain. Bored soldiers need something to do. These are all factors with military equipment.

As for the modeler making rusty cables is a challenge to make it look believable. Making something looked properly greased is also challenging. But there is much more color and variation in something rusty thus it look cool and seems to the viewer that it looks 'more real'. Same could be said about the extreme chipping, fading and rust streaking on current military modelers. All this makes the model look 'more real'. Most armor vehicles are not in the field long enough to fadaea like that and most paint is more hardy than the chipping used. But it is a very interesting and challenging effect to make.

Point is that for purists the weathering, chipping, rusty etc. isn't truely factual. From an artistic point all these facets are fantastic to look at. Thus approach your modeling from a point that most satisfies your goals and desires, appreciate others for thiier efforts and understand that our hobby has several approaches.
