I've found that to be generally true, but you have to be carefull not to be too agressive in the cleaning, especially on painted vinyl and resin pieces. If you do a good wash immediately before painting (dish detergent and an old toothbrush) the paint sticks best. Acrylics adhere amazingly well to bare metal and acetyl plastics like Delrin and Nylon.
