Here in the US it's everywhere, mostly because Testors here is like Humbrol for you guys.... every shop has some.
Personally, though, I don't care for it very much. While it does dull down a glossy kit, I've found that it's not quite as flat as other products out there. To me, it's more like a dull satin finish. It also does not always react well with acrylics at all.
I've been using Gunze 'Clear Flat' acrylic instead, and found that it gives a much flatter finish and since it's in a little jar instead of a spray can I also get much better control since I can thin it and spray like usual through my airbrush.
