Floquil Railroad paint has a primer that is excellent. Available at Testor's web site. www.testors.com About $ 4.oo delivered per 1 ounce.
I strain it and add a little thinner for shelf life.

One ounce lasts me over six months of modeling. I do metal track and all resin stuff before painting them.
