Mike -
You don't say what you used to make your Zimmerit with, which is very important. If the material is an epoxy (self-applied or like Cavalier or Atak) or other basically smooth stuff, then a coating of Future would make a good base for water-slide decals, and the decals should react well to setting solutions and settle down without bubbles or silvering. However, if the material is rather porous or gritty, like a spackel or like Tamiya's solvent-based putty can sometimes be, chances are that you'd need an excessively thick coating of Future to do any good - still worth a try, nevertheless.
Some people report disasters trying to get water-slide decals to snuggle down over Zimmerit, but I've had few problems that couldn't be solved with pin pricks and Solva-set. Maybe that's just luck.
Best,
