I don't know if anyone's still interested, but I've been doing a little experimenting and think I've got a reasonable colour from Tamiya acrylics.

2 parts XF21 Sky + 1 part XF60 Dark Yellow + 1 part X2 White, with perhaps just a dash of X14 Sky Blue. You may like to play with the quantities.

Given the differences in individual batches of paint, and fading from sun and sand I don't suppose one has to be deadly accurate.

Anyone else having problems accessing the white ensign website?
