Brandon's right. painting the stripes is the way to go, and not too hard.
Planning is important, but nothing major. I have finished several T-34 and
Stalin tanks with the Berlin stripes and it is the same method. One word
of warning - if you are using decals for the tank's letters, they will
invariably not match the painted stripes. All whites are not the same, and
decals weather differently than paint.
I posted a review of the T-64A kit in the reviews section last week.
