Rolf brings up some good points. It would depend on what condition of vehicle you are modeling. A "fresh out of the factory" vehicle is going to require some resaerh to see if the manufacturing process allowed for tools on or off at the time of factory painting. Even if the tools were mounted after the vehicle was painted, in some cases the wooden handles of the tools were painted at the tool factory and the steel left natural and bright. Or the wooden handles were given a clear coat of gloss varnish and the steel was given a protective coat of paint. So you can see that the factory fresh look can be difficult to get just right. However, if you are modeling a vehicle that has been in the field for a while, all bets are off.
First, if the tools were painted at the factory, with frequent use the paint would be worn off on the "business end" and the handles rather quickly. Also grease and dirt from the hands of crew members would also discolor the tool handles whether the tools were painted or not.
Second, as the vehicle is repainted in the field, tools would either be left on or taken off for the repainting based on so many different reasons that you would could choose just about any scheme of tool painting and be confident that you are correct.
