I've had it happen to me with tamiya acrylics. Iam guessing you had given it a coat of gloss before applying decals, giving wash, then gave it a dullcoat before beging the weathering? Anyhow, if you are going to apply spirits or enamel thinner etc, it is important to make sure you are not applying it to an acylic surface, no matter how dry it is, use a laquer dullcoat or gloss coat applied in about 2-3 layers to make sure you won't have that problem again.
