Pete,
I almost forgot. I'd recommend using artists oils as a filter medium. The fine pigment inherent with this type of paint is perfectly suited for filtering. Also, I use Turpenoid, which is a synthetic turpentine specifically formulated for this type of paint. It is odorless and very forgiving ... not harsh like some forms of turpentine can be.
Personally, I've been applying "filters" since the early 1990's, and prefer to apply it as a series of controlled washes. But Mig's method of applying random dots of raw oils directly onto the surface of the model works like a charm, as well.
