Glen,
I don't know that you completely understood what Gerald wrote. The overall green did not really appear until, maybe, December of 44. But the all steel wheel Panthers were built in Septemeber October. So, you're right about no zimmerit, but it's highly UNlikely that they'd be all green. In addition, I'm pretty sure that from all photo evidence, none had the chin-type mantlet depicted in the Dragon kit.
Also, you may note that the pic-link you posted shows an all green Panther but with rubber wheels. Later in the war, there were some panthers that had a steel wheel in the last wheel position, but the rest rubber. So, if you can get rubber wheels from someone and get those fitted, but leave a steel wheel on each side just in front of the idler, perhaps you can make that tank green.
Personally, I avoided this kit and got the night-fighting one instead, which also has the chin mantlet but has the rubber wheels for an overall more accurate vehicle.
