If you are looking for a nice weekend build than the Tamiya kit will work just fine(I have one myself) but if you want to make it as basically accurate as possible than the Tamiya kit has a few issues. You are right in that the Tamiya kit is based on a M14/41 chassis but it isn't hard to back date if you wished. The most serious problem no matter what version you build is the plate on top of the leaf spring assembly. This should have four bolt heads on top not two like the kit. Where they go is easy just look at the box art and you will see. Another case of the box art being more accurate than the kit depicted. Also there should be a hole in the center of each one of those plates, if you have the Squadron Signal "Italian Medium Tanks in action" book there is a good picture of what this should look like on page 24. Next is the jack. This should probably be mounted on the rear where the left spare road wheel mounted. Another deletion from the kit is the Motor Veh. Badge. The spot where it goes is depicted mearly as a round mark that looks like a raised injecter pin mark on the front top left glacis plate. again in the Squadron Signal book there is a good picture of what this should look like on page 29. Another minor issue is the fenders. No matter wether you are using full length or half length fenders there should be a slot in the front inside. Look at my attached pictures to see what I am talking about. That is the Tamiya M13/40 kit, it is actually a M14/41 but I backdated it. Hope this helps.
