Yes, you can sand Mr. Surfacer. Whether a "ridge" remains depends on how much you try to level the filler to the adjacent areas.
One good characteristic of Mr. Surfacer is that you can smooth it out with a rag/paper towel/cotton swab wet with Gunze's Mr. Thinner. With a little work you can have a nice invisible seam.
