Use distilled water, it works the best and is cheap. Make sure you prime the surface first though otherwise Vallejo has a tendency to come off bare plastic. A friend of mine combines PollyScale flat with the Vallejos. He says that it helps with the adherence. I personally haven't tried that yet though.
