If you are planning washes as part of the weathering, then you can use oil paints, and avoid any 'tide' marks.
As already suggested, you need to think about mud, dust, and time of year. Dust is easy to create with pastel chalks ground up into dust (not the oil pastels!!), and applied liberally with a soft brush. Mud is easy to make in various ways. Celluclay (available at Michael's etc) mixed with equal parts dirt and white glue works well. The more you mix it, the smoother the mud. That can be daubed on pretty liberally depending on what you want to depict.
Are you working from a particular photo, or a general impression? Have a look at some photos and decide on mud vs dust and go from there.
