I agree with another poster: why use primer at all, since all it really does is add layers to the model that you might not need (I have yet to have a problem with paint rubbing off with either Polly Scale or Testors acryl; Tamiya, however, just seems to buff itself via handling). However, what is the purpose of primer then? Help the paint stick better? Create an even color basecoat? For both of those, a regular old coat of enamel or laquer paint will suffice! The few times I've used primer I just use a color close to the basecoat and that's it!
Metal, however, I will agree requires primer.
Lastly, I think the can of Floquil primer you had was a bum can. I had never had an issue with Floquil in the years that I've used it (mainly for wargames figures)...
