Brian,
If you are talking about a 'flat base' as an undercoat for other paints like oils than you should use a good primer such as Alclad. Acrylic sometimes doesn't adhear as well as enamels or laquers.
If you mean a 'flat base' as a deadening agent to flatten out a paint scheme (to get rid of any gloss) than you don't need a primer.
