If you are referring to something like Tamiya's X-21 Flat Base, it is not a paint in it's own right.

Rather, it is an additive to be mixed with their gloss acrylics to reduce the sheen, or ultimately, make them "flat".

Mix ratios vary depending on the level of sheen you want, but to turn X-22 Clear Gloss into a "flat" coat, mix 1 part X-21 Flat Base to 5 parts X-22 Clear.

Do not under any circumstances try to use the flat base on it's own. You will end up with a model covered in translucent white sticky goo.
