As Dominic have pointed out, you have to spray the surface with thinner, wait a while till it softens up the colour and only then use the tape. It make take some time to get to the proper amount of thinner and wait time.
Didnt' have a chance to try it so far, but plan to do so. There was an article on this method in Model Military magazine (issue 002 I think) with some nice photos.
