Matt,
I'd definitely buy some more Dullcote - try thinning it 50/50 with lacquer thinners & see what that does. I've never tried Testors Model Master acrylic flat, but that is easily available where Testors products are sold. I'd say your Dullcote has gone off a bit with age, but see what you can do with the Gunze flat if you order some. I don't think you'll be disappointed.
Sorry to hear the Mil.Mod is taking a long time to arrive.
